The Community Development Department manages the City’s Community Development Block Grant (CDBG) and State Housing Initiative (SHIP) programs.   These are federally funded programs serving very low, low and moderate income families through affordable housing improvements, public services and community development projects.

The CDBG program was established in 1974 through the Housing and Community Development Act.  It is administered by the U.S. Department of Housing and Urban Development.  The program adheres to national objectives of targeting low and moderate income persons, preventing or eliminating slum or blight and addressing other urgent community development needs.

Public Services - The Resource Center for Women, Tampa Lighthouse for the Blind, the Polk County Prescription Drug Plan, and Big Brothers/Big Sisters

The SHIP program is intended to increase housing opportunities for very low, low and moderate income households.  Activities include:

 
     
 

Down payment and closing cost assistance.

   

Minor repairs – provided one-time for SHIP eligible very low and low-income owner-occupied homes; repairs cannot exceed $5,000 in value.

   

Substantial Housing Rehabilitation – exceeds $5,000 but no greater than 75 percent of the home's appraised value.

   

Reconstruction – will provide replacement housing for SHIP eligible very low and low-income owner-occupied homes that are unfeasible for rehabilitation.

   

Disaster Assistance – provided to those who meet criteria in the aftermath of a natural disaster.

   

Multi-family Development – to provide gap financing for the construction or rehabilitation of affordable units. Eligible expenses are those hard costs, which are typically or customarily treated as construction costs by institutional lenders.

   

New Construction – to provide hard cost for the construction of affordable units.

 
     
 

The lead agency in development and implementation of the City’s program is Polk County’s Housing and Neighborhood Development Division (HND).  534-5240
