The Utility Services Department is divided into three areas: Asset Management; Wastewater Operations and Maintenance; and Water Production and Distribution.
 


Utility Administration:


Administration is responsible for managing the strategic direction of the department to include:

  1. Establishment of department goals and objectives

  2. Provide support, guidance and assistance to both the internal department divisions and external City departments

  3. Preparation of the annual operating budget and

  4. Establishment of staffing, equipment and support needs

Lake Howard Drive Construction Frequently Asked Questions:

 

1. Why is the City of Winter Haven performing construction in my area?
The City is installing a new water main and force main in your area for added fire protection and to continue providing quality service to our customers

2. How long will construction take place?
We estimate this project to take 90 – 120 days to complete

3. Where will the work take place?
All work will take place in the City’s Right of Way on Lake Howard Drive from Avenue D NW to 17th Street NW. And on 14th Street NW from Lake Howard Dr to Lake Mirror. Your personal property will not be affected

4. Will there be a lane closure?
No. All work will be performed within City’s Right of Way. Lane Closures are not anticipated.

5. Will the project affect my holiday plans and travel?
No. All holidays within the timeframe of this project will be a consideration in our schedules in efforts to minimize delays with construction crews in the area. Your personal property will not be affected and should not of impacts on your plans or travel as all work will be performed within City of Right of Way.
 
6. Who can we expect to see performing the work?
You can expect to see the construction crews from the City of Winter Haven and PMS Construction, Inc

7. What hours will the construction workers be present?
They will be present Monday – Friday from 7:00am to 5:00pm. Work will not be scheduled after hours, on the weekends or holidays unless it is an emergency

8. Will my water be turned off while construction is in progress?
We do expect temporary water interruptions for non-emergency repairs. The City will notify you and give advanced notice prior to any scheduled interruptions. Again, we will pay close attention to holidays within the project timeline. We will not plan or schedule any service interruptions during these days

9. After these water interruptions, do I need to boil my water?
Yes. You will receive advanced notice for all planned interruptions by US Mail or door hangers. City of Winter Haven Precautionary Boil Water Instructions will be included on this notice when you receive it. Once the boil water notice has been lifted, you will be informed of this rescission notice by US Mail or door hanger. You can also look for updates by going to www.mywinterhaven.com under ‘Public Notices’ section. This is will give you the most up to date information about who should be boiling their water and whose notices have been lifted. Should you have any questions, you can call 863-291-5853 and City Staff will be happy to assist you Monday thru Friday from 7am – 4 pm.

10. How will the construction affect traffic in my neighborhood?
As all work will be performed within City Right of Way, lane closures are not required. Please obey all traffic laws and use precaution when in the area to keep yourself and our workers safe

11. Where will the vehicles and equipment be parked during construction?
During construction, vehicles and equipment will be parked within the City Right of Way and will not obstruct traffic devices


12. Where will vehicles and equipment be during non working hours?
All vehicles and equipment will be removed from the City Right of Way at the end of the work day. Nothing will be left overnight.

13. What should I do if my property is damaged during the construction project?
The property owner should contact Amy Miles at 863-298-4482


14. Does the City restore areas where the construction will take place?
Yes. City will restore anything within the City Right of Way which is disturbed during construction. This restoration will take place once the construction is complete.
