Jack Brown’s Seaplane Base
Brown’s Seaplane Base was started in 1963 by Jack Brown. His fondness for seaplanes began at an early age, flying an Aeronca C-3 Floatplane on the Kanawha River in West Virginia. This continued during WWII when he flew the Grumman “Flying Boats” and PBYs.
Following the war, Jack was a civilian instructor and test pilot for the U.S. Air Force stationed in central Florida. He put down roots here and became the fixed base operator at the Winter Haven Municipal airport.
Since 1963, Brown’s has trained over 17,000 seaplane pilots from all over the world. Mr. Brown chose the central Florida area as the location for his base because of its abundance of freshwater lakes and superb flying weather.

Seaplane Pilots Association
The Seaplane Pilots Association is a not-profit corporation serving the needs of the seaplane community throughout North America and globally. Since 1972, the Seaplane Pilots Association has been protecting and promoting the water flying community through its advocacy and representation of the seaplane community. Its mission includes safety, education, and environmental stewardship.
The SPA’s worldwide headquarters will be erected on two acres across the street from the lakefront base with hard packed surfaces and pilot-operated fences and gates for access to the ramps and docks. The headquarters will include a 10,000-square-foot hangar, offices, and interactive workshops and educational displays.
The Winter Haven Regional Airport itself is surrounded by five lakes.
