Fiscal Year 2018-2019 Budget Development

Though the City of Winter Haven Fiscal Year begins October 1, 2018, the City has been involved in budget preparations for the new fiscal year since February. It began with every department creating a preliminary financial plan for this next year.  From there this eight-month-long budget preparation process included multiple revisions, many meetings and presentations, and City Commission briefings and discussions.

The City Commission held the first of two budget public hearings September 11 when the first reading of the budget was unanimously approved, and a millage increase was approved with a 3-2 vote.  The proposed millage increase invests in projects, neighborhoods and business with funding for the ongoing 5-year Capital Improvement Program along with additional capital projects vital to the momentum of the Winter Haven community.  These projects include specific road, sidewalk, and park improvements along with additional funding for improvements to the Florida Citrus Building (Nora Mayo Hall).
