Essential Job Functions:

Under general supervision of the Airport Department Director, this position performs a variety of specialized work in the day-to-day operations of the Winter Haven Regional Airport; manages, plans, and oversees the business and maintenance of the airport; maintains and ensures the safety of runways, taxiways, and ramps for aircraft operations; supervises and conducts training for Airport Operations Technicians; and performs related duties as required or directed.  Serves as a supervisor of airport operations and the City owned and operated Fixed-Based-Operator; oversees the work of assigned personnel.  Develops and implements safety procedures, including ongoing safety and job training programs for airport staff.  Investigates accidents and incidents as necessary.  Assists with coordination of emergency preparedness and response activities with local, state, and federal agencies.  Develops and implements processes, procedures, and systems for the inspection, maintenance, safety, and security of airport infrastructure, equipment, and grounds.  Implements business and development goals, business plan objectives, policies, programs, and procedures for the airport and F.B.O.  Assists with development and management of annual operating budget, capital improvement budget, and grant process; conducts continuous evaluation of airport operational processes and procedures to make recommendations on customer service and safety; provides support and development to employees through performance management, coaching, training, motivation, and discipline; performs daily inspections of all airport operational areas and equipment for compliance with federal, state, local, and airport rules and regulations.  Assists the public; responds to routine questions or complaints and requests for service; initiates problem resolution.  Operates vehicles and equipment to perform work and necessary errands as directed.  This is not intended to be an all-inclusive listing of essential job functions; the performance of other essential functions may be required.

Knowledge, Skills & Abilities:

  • Knowledge of the principles, practices, methods, materials, and tools used in airport operations; hazards and safety precautions associated with aircraft operations, high voltage airfield lighting systems, and heavy equipment; and techniques and procedures of fueling and parking aircraft.
  • Ability to stay alert and aware at all times in order to prevent injury or accidents; read and interpret rules and follow instructions, diagrams, technical specifications, operational manuals, and regulatory publications; learn job-related material through oral instruction and observation; operate and coordinate daily activities in close proximity to aircraft; communicate on two-way radio; utilize computer technology to store/access data and maintain records; communicate effectively verbally and in writing; operate vehicles and related equipment skillfully and safely.
  • Must have strong organizational skills and a solid work ethic.

Minimum Education & Experience:

  • A bachelor’s degree from an accredited college or university in public administration, business administration, aviation, or a related field is required.
  • The successful candidate must also have three years of experience in aviation, airport operations, and/or airport management in a general aviation environment.
  • Flight experience and possession of a pilot’s license is preferred.
  • An equivalent combination of education and experience determined to be directly related to the foregoing specific requirements may be substituted.

Special Requirements:

  • Possession of a valid Florida drivers’ license and a good driving record as determined by the City of Winter Haven.
  • Absence of non-prescribed controlled substances in the applicant’s system as verified through a screening process administered by a laboratory approved by the City of Winter Haven.

  • The primary duties of this position are performed in an outdoor environment that may involve exposure to adverse weather conditions, aviation and vehicular traffic, and related hazards including electrical voltage, the use of power tools and equipment, and hazardous chemicals and materials.
  • Sufficient strength to lift and carry objects up to fifty (50) pounds for varying distances.
  • Sufficient body flexibility, mobility, stamina, and balance to perform maintenance and repair operations that require bending, stooping, kneeling, stretching, and other physical exertions.
