Essential Job Functions:

Under the supervision of the Smart City Officer, the Data Analyst performs advanced technical and analytical expertise of databases, evaluation, and analysis to support all City activities, policies, procedures, and projects.  Prepares, analyzes, verifies, processes, compiles, and maintains statistical, fiscal, and accounting records needed to prepare the Winter Haven Water’s budget. Compiles, calculates, and analyzes operational expenses, non-departmental costs, and personnel expenses.  Devises, develops, and deploys required data queries in response to business user needs.  In conjunction with data owners and department managers, develops data models and protocols for mining production databases.  Assists in the development of data management policies and procedures.  Identifies research questions, problem solves using data analysis, and communicates the results to various stakeholders.  Provides and applies quality assurance best practices for data analysis services across the organization.  Produces and distributes to City related budget worksheets.  Analyzes business processes and recommends improvements for data collection and cost savings.  Collects, maintains, and analyzes operational and maintenance performance data.  Identifies and recommends process improvements to address change as needed. Assists with the development and maintenance of all Standard Operating Procedures.  Assists in the establishment, implementation, and communications of business metrics, collection, and analysis of data for software maintenance.  Develops, troubleshoots, and maintains analytical processing, including a data mining function, for business intelligence applications.  Prepares  data for grant applications; and ensures an accurate, timely, efficient, and transparent process for grants from award to close.  Keeps the Smart City Officer/CIO updated on the financial status of contracts, lease agreements, developer agreements, interlocal agreements, grants, and loans. Knowledge, Skills & Abilities:

  • Knowledge of database application principles and procedures; and use of Geographic Information Systems is desired.
  • Strong understanding of data models, structures, theories, principles, and practices.
  • Excellent knowledge of data modeling tools such as Crystal Reports, Tableau, and ArcGIS.
  • Strong familiarity with data preparation, processing, classification, and forecasting.
  • Must have an excellent working knowledge of database applications, asset management software, Excel, Word, statistical packages, the Windows environment, and other office equipment, and be able to learn new software applications.
  • Knowledge and ability to perform complex detailed work involving written and numeric data; analyze business functions and recommend solutions for areas that need improvement.
  • Good understanding of the organization’s goals and objectives.

Minimum Education & Experience:

  • Graduation from an accredited four-year college or university with a Bachelor’s degree in Computer Science, Information Engineering, Business Management, or related field.
  • Three (3) years of progressively more challenging experience in the use and evaluation of databases.
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
