Essential Job Functions:

Ensures appropriate controls are in place for the security of information assets; safeguards information by seeing that security risks are identified, assessed, and accurately reported; ensures local procedures and activities comply with all regulatory requirements and internal policies, procedures, guidelines, and standards.  The Information Security Administrator is the center of competence for Information Security providing an advisory services role and acting as the focal point for security compliance related activities and responsibilities.  Maintains the City of Winter Haven’s information security framework and underlying policies, procedures, standards, and guidelines; develop, maintain, and update the Information Security Strategy and Information Security Program; actively ensures appropriate administrative, physical, and technical safeguards are in place to protect the City’s information assets from internal and external threats; identifies, introduces, and implements appropriate procedures, including checks and balances, are in place to test these safeguards on a regular basis; conducts and completes annual reviews and audits as required engaging both internal business partners across the organization and external resources; ensures that disaster recovery and emergency operating procedures are in place and tested on a regular basis; manages security incident response; performs ongoing security monitoring of information systems, including assessing information security risk through qualitative risk analysis on a regular basis, conducting functional and gap analyses to determine the extent to which key business areas and infrastructure comply with statutory and regulatory requirements; evaluating and recommending new information security technologies and counter-measures against threats to information or privacy; develops security reports and dashboards; and ensures effective staff training programs are in place to increase security awareness across the organization.  Performs special project work as assigned by the director. Knowledge, Skills & Abilities:

  • Knowledge of and the ability to effectively apply business, technology, and information systems principles and practices.
  • Knowledge of network environment to include routing, TCP/IP, Internet technologies, network security/firewalls; information security technologies and issues such as security architecture, disaster recovery, encryption standards, industry standards for network security monitoring and intrusion response, nature and sources of network security threats and methodologies/technical requirements for devising solutions; and general office practices and procedures, including business English, spelling, and punctuation.
  • Excellent communication (oral, written, presentation), interpersonal, and consultative skills.
  • Must be able to establish and maintain effective working relationships with employees and the general public.

Minimum Education & Experience:

  • Graduation from an accredited four-year college or university with a degree in Computer Science, Information Systems Assurance, Cyber Security, or closely related field is required.
  • An equivalent combination of education and experience that is determined to be directly related to the foregoing specific requirements may be substituted.
